Phare 2001 Economic and Social Cohesion Programme

Beginning in 2000, the Phare programming has been carried out on the basis of the National Development Plan (2000-2002 and 2002-2005), which includes the national priorities of regional development and integrates the regional development plans of the 8 regions

Investments in Social and Economic Cohesion

6 sector priorities (thematic priorities) for 2001, 2002 and 2003 have been identified, of which 3 are a follow-up of the 2000 programming:

  1. Assistance for SMEs
  2. Modernisation of Technical and Vocational Schools (TVET)
  3. Social Services Investment Scheme
  4. Large Regional Infrastructure Projects
  5. Small Local Infrastructure Projects
  6. Publicity Campaign, Selection, Monitoring and Assessment

Complex economic and social problems that require urgent solutions can be found in all the regions. To concentrate activities and resources – in accordance with the concentration approach applied in the Member States – the Government together with the Regional Development Agencies identified eleven priority target-areas on the territory of 7 of the 8 development regions. These are called industrial restructuring areas and have already been approved by the Executive Order of the Romanian Government No.  399/2001.
The Phare budget earmarked in 2001 for Economic and Social Cohesion (ESC), a component coordinated by the Ministry of Development and Forecast, amounts to 85 million euros with an extra 27.32 million euros financed by the Romanian Government.

At national level, the Ministry of Development and Forecast as an implementing agency will have the responsibility to coordinate the entire process through its Coordination Committee.

Institutional Development in the Field of Economic and Social Cohesion

The programme will support strengthening the institutional capacity of the ministries at central level (the Ministry of Development and Forecast -MDP, the Ministry of Small and Medium-Sized Enterprises and Cooperatives -MIMMC, the Ministry of Education and Research -MEC, the Ministry of Tourism -MT) as well as of the regional institutions that play an important role in the preparation of the implementation of investment projects to be funded under the Phare programme on multi-annual bases in 2002 and 2003. 

The projects is divided in 4 components:

A. Implementation of Regional Development Policy

  • Technical assistance granted by the Ministry of Development and Forecast to ensure general coordination, decentralization and preparation of programmes and projects.
  • The implementing authority is the Ministry of Development and Forecast along with the 8 regional development agencies.

B. Institutional Development for SMEs


  • Technical assistance granted by the Ministry of Small and Medium-Sized Enterprises and Cooperatives in association with the RDAs to support the preparation of projects, strategic planning and programming.
  • Assistance will be provided in the framework of a twinning with similar institutions in the EU to adopt the acquis in the field and create a favourable and stimulating environment for the development of enterprises and cooperatives.
  • The implementing authority for this component is the Ministry of Small and Medium-Sized Enterprises and Cooperatives (MIMMC).

C. Institutional Development for the Sector of Technical and Vocation Education and Training (TVET)

  • Technical assistance granted by the Ministry of Education and Research to support policy development actions at national level.
  •  The implementing authority for this component is the Ministry of Education and Research.

D. Institutional Development for the Tourism Sector

  • Technical assistance granted by the Ministry of Tourism to update and implement the Medium Term Plan of Action in the tourism sector.
  • The implementing authority of this component is the Ministry of Tourism.


The implementing authority for the entire Institutional Development Component is the Ministry of Public Finance, the Central Financing and Contracting Unit. The Ministry of Development and Forecast will set up and chair a national Coordination Committee which will include representatives of the implementing agency, the implementing authorities of each component with the aim to monitor the institutional development component as a whole and to ensure complementarity between the 4 components.
